One of the 15 good practices in the Pilot Project on Smart eco-social villages was from Romania. ‘Nod Verde’ is a pilot food hub managed by the NGO ‘Fundatia Civitas’ with funding from the ‘Romanian American Foundation’ (RAF) and is indicative of the creative and innovative community development work being undertaken by the third sector in Romania independently of EU-funding.

A detailed proposal launched by the Romanian government to develop the concept of a “middle class of village” based upon the vision of “medium-sized farms and non-agricultural activities through which the Romanian village enters into modernity”. The main elements of the proposal were: · a menu of modified RDP measures targeted at small-medium sized family farms; · specific grant and credit facilities for small-medium sized family farms to leverage funding from the relevant RDP measures; · simplification of the tax regime for small rural businesses; · an alternative delivery mechanism (vouchers) for professional training of farmers, and; · strengthening LEADER Local Action Groups by giving them the role of “service support centres” targeted specifically at meeting the development needs (including ICT) of small-medium sized farms, small food processors, young entrepreneurs etc. The proposal was dropped when the administration changed in 2017, but it remains an indication of the political relevance of the Smart Village concept.

This is an Interreg Central Baltic Programme 2014–2020 project that aims to develop an innovative, comprehensive and local needs-based planning approach to the development of marine and coastal areas in Finland, Latvia, Sweden and Estonia. The Latvian partner – Riga Technical University has created a system of indicators, including those applied by the Geographic Information System and Information Technology (GIS) for the evaluation of the territorial development and sustainability (methodology) that will help identifying and developing new methods of planning approaches to the development of Smart Villages in marine and coastal areas of Latvia. All players – villagers, municipalities, the Ministry of Environmental Protection and Regional Development and the University – are involved in the process.

This solution involves the creation of a permanent legal structure to take communal ownership of land in order to secure it for the creation and use of sustainable communities. A key feature of the solution is that ownership of the land is held by a Foundation or other legal structure that is required to ensure it remains in use for a sustainable community in perpetuity. This secures communal ownership of the land for future generations, ensuring that it does not fall back into private ownership due to the departure or death of individuals within the community (for example, people inheriting part ownership who are less committed to the idea of maintaining a sustainable community). Rather than land or property, what children inherit from their parents is the right to live within the sustainable community and to carry on their work serving healthy soil, air and water and enjoying the fruits of this service. The living heritage sustainable community approach can be used to create Ecovillages or other forms of local sustainable community based on the commons approach. Alongside the ownership structure of the land, the integrated solution typically involves the provision of guidance and training for supporting people to make the transition to life in a sustainable community.

A community solar park occupying less than one hectare of land to allow energy production at village scale. It is halfway between an individual installation and a ground-based power plant. Solar panels are installed on a raw-wood structure sustainably sourced from surrounding woods. The solar park does not require the construction of a technical building and does not generate any nuisance (no noise, odour or radiation). The governance of the solar park is community based and citizen-led, combining crowdfunding with cooperative management. Whilst it requires a reasonable initial investment (around €220,000), it delivers long-term savings with regards to energy costs.

An Open Food Hub is a community of farmers and local producers who join forces to sell their produce through a community-owned software platform specifically built for selling food by the Open Food Network. A ‘hub‘ on the platform sells items (to the public or other businesses) from more than one supplier. It is the equivalent of a physical farmers market where you might have food grown and supplied by different local farmers, baked goods, crafts and even produce imported by local wholesalers available. Producers upload the details of the products they have available to the web platform, where they can manage their listings and stock levels. Consumers purchase through the website with the platform enabling payment to be made online. The platform automatically makes the % contribution to the hub from each sale. As the platform has been built for buying and selling food, it can handle the different weights and measures used for different types of food products – for example, selling eggs by ‘the dozen’, parsley in ‘bunches’ or whole chickens by ‘weight’. Each local hub can follow its own model. For example, it could be an existing farmers market, community group or food co-op that facilitates the set-up of the local virtual market. Each hub contributes 2% of its market turnover to the national Open Food Network.
