Support for Smart Villages under the Common Agricultural Policy (CAP)

The Ministry of Agriculture initiated a series of meetings with relevant stakeholders for the preparation of the CAP Strategic Plan; the first one on 25 February 2020 with the 17 Regional Governments. The CAP SP is developed through participatory and multilevel approaches, involving all the Regional Governments, agricultural and environmental organisations, Ministry of Ecological Transition, the European Commission, and other interested organisations and citizens.

The Ministry has set up a high-level working group, which coordinates the work of various groups specialising in each of the nine specific objectives and the cross-cutting objective set out in the draft EU regulation.

The programming process of the CAP SP is divided into two main phases:

  • Phase I -Establishing the specific objectives: The groups specialised in each objective prepared the initial documents, as well as the SWOT and the needs analysis.
  • Phase II -Defining the CAP SP’s Intervention Strategy: Prioritisation of needs of the CAP SP and selection and design of interventions that will respond to priority needs.

Activities of the National Rural Network (NRN) on smart villages

  • NRN members were actively involved in the ENRD’s thematic group on Smart Villages.
  • The Spanish NRN was one of the co-organisers of the “Digitisation and Intelligent Rural Territories: For a Smart, Dynamic and Connected Rural World” event held in Añora (Córdoba) in 2018. As a result, a declaration was approved on innovation and digitisation as instruments to promote intelligent rural territories.

Support provided through other national/ regional policies & initiatives

The National Strategy for Ultrafast Network aims, among others, at establishing broadband connection of a speed of at least 30Mbps in Spanish municipalities with a population of maximum 5,000 inhabitants, with no access to fixed broadband. The programme is managed by the Red.es which is a public entity supervised by the Ministry of Economy and Digital Transformation through the Secretary of State for Digitalisation and Artificial Intelligence.

The National Strategy on the Demographic Challenge seeks to address the territorial imbalance between urban and rural areas, combat the depopulation of villages and provide responses to the country’s demographic challenge. This strategy establishes 7 cross-cutting objectives, based on three principles: coordination and cooperation of all public administrations, sustainable use of endogenous resources and close public-private partnership.

The Royal Decree Act 1234/2018 establishes subsidies to local entities for the financing of employment, self-employment and collective entrepreneurship projects, aimed at meeting the demographic challenge in the municipalities with the smallest populations.

HAZI was born as a tool of the Department of Economic Development and Infrastructures of the Basque Government for the definition and technical support in the implementation of its policies and actions. It works to promote the competitiveness and sustainability of the primary and food sectors of the Basque rural and coastal areas.

The Federation is the most widely established association of local entities at the national level, bringing together a total of 7 410 local, county and island councils, representing over 95% of Spanish local governments

PREE 5000 Programme

Investment plan for energy rehabilitation of buildings in municipalities facing a demographic challenge. PREE 5000 funds actions ranging from changes in the thermal envelope, to the replacement of thermal generation facilities with fossil fuels for thermal generation based on renewable sources and the incorporation of regulation and control technologies, as well as the improvement in energy efficiency in lighting. In addition, the Programme promotes actions carried out by renewable energy communities or citizen energy communities, as set out in the latest directives on renewable energies and the internal energy market.

DUS 5000 Programme

Investment plan for unique local clean energy projects in municipalities with facing a demographic challenge. The objective of the DUS 5000 Programme is to give a boost to Sustainable Urban Development in municipalities with demographic challenges, through actions that constitute unique clean energy projects. These can include energy efficiency projects in public buildings and infrastructures, promoting green investments, as well as sustainable mobility, ensuring the participation of municipalities in the deployment of charging infrastructure and promoting electric vehicles, including energy saving measures.

Recovery, Transformation and Resilience Plan

A Spanish Government strategy to channel the Next Generation Funds. Smart Rural – Empowering the Rural Community to use Mobile Technology

Innovative European Funded Erasmus + research project called ‘SmartRural’ with three other partners from Austria, France and Spain. The project looked at how ICT and mobile applications can be used to enhance agricultural activities as well as improving productivity, social and economic activities in rural communities. The project suggested the creation of an ad hoc training methodology based on the famers’s needs, offering them basic and specific knowledge on mobile applications. The project concluded with a conference entitled ‘The Future of Technology on the Farm’.
