The Resources Database contains relevant Smart Villages resources (including analytical reports, case studies, strategies, webpages, presentations, etc.) identified and collected in the framework of the Smart Rural 21 project (2020-2022) and later in the framework of Smart Rural 27 project (2021-2023). Many of the resources were directly developed in the framework of the Smart Rural projects (for instance smart village strategies or presentations made at events), whereas others are external resources identified to be relevant for Smart Villages. The database is continuously being enhanced until the end of the Smart Rural 27 project, and users can search by country, type of policy, type of organisation, type of resource or free keyword search.

This is an Interreg Central Baltic Programme 2014–2020 project that aims to develop an innovative, comprehensive and local needs-based planning approach to the development of marine and coastal areas in Finland, Latvia, Sweden and Estonia. The Latvian partner – Riga Technical University has created a system of indicators, including those applied by the Geographic Information System and Information Technology (GIS) for the evaluation of the territorial development and sustainability (methodology) that will help identifying and developing new methods of planning approaches to the development of Smart Villages in marine and coastal areas of Latvia. All players – villagers, municipalities, the Ministry of Environmental Protection and Regional Development and the University – are involved in the process.

This solution involves the creation of a permanent legal structure to take communal ownership of land in order to secure it for the creation and use of sustainable communities. A key feature of the solution is that ownership of the land is held by a Foundation or other legal structure that is required to ensure it remains in use for a sustainable community in perpetuity. This secures communal ownership of the land for future generations, ensuring that it does not fall back into private ownership due to the departure or death of individuals within the community (for example, people inheriting part ownership who are less committed to the idea of maintaining a sustainable community). Rather than land or property, what children inherit from their parents is the right to live within the sustainable community and to carry on their work serving healthy soil, air and water and enjoying the fruits of this service. The living heritage sustainable community approach can be used to create Ecovillages or other forms of local sustainable community based on the commons approach. Alongside the ownership structure of the land, the integrated solution typically involves the provision of guidance and training for supporting people to make the transition to life in a sustainable community.

A community solar park occupying less than one hectare of land to allow energy production at village scale. It is halfway between an individual installation and a ground-based power plant. Solar panels are installed on a raw-wood structure sustainably sourced from surrounding woods. The solar park does not require the construction of a technical building and does not generate any nuisance (no noise, odour or radiation). The governance of the solar park is community based and citizen-led, combining crowdfunding with cooperative management. Whilst it requires a reasonable initial investment (around €220,000), it delivers long-term savings with regards to energy costs.

An Open Food Hub is a community of farmers and local producers who join forces to sell their produce through a community-owned software platform specifically built for selling food by the Open Food Network. A ‘hub‘ on the platform sells items (to the public or other businesses) from more than one supplier. It is the equivalent of a physical farmers market where you might have food grown and supplied by different local farmers, baked goods, crafts and even produce imported by local wholesalers available. Producers upload the details of the products they have available to the web platform, where they can manage their listings and stock levels. Consumers purchase through the website with the platform enabling payment to be made online. The platform automatically makes the % contribution to the hub from each sale. As the platform has been built for buying and selling food, it can handle the different weights and measures used for different types of food products – for example, selling eggs by ‘the dozen’, parsley in ‘bunches’ or whole chickens by ‘weight’. Each local hub can follow its own model. For example, it could be an existing farmers market, community group or food co-op that facilitates the set-up of the local virtual market. Each hub contributes 2% of its market turnover to the national Open Food Network.

Through central coordination and management, local producers agree to direct a proportion of their production into the creation of a fixed selection of the same local products, packaged into one ‘Village in a box’. This fixed package of goods in the village in a box is then marketed and pre-sold amongst people in the village and surrounding area/region. Customers must pre-pay their box of goods. They can pre-order up to 3 months in advance and select whether to have the box delivered to their home (for an additional surcharge) or collect it from a central collection point on a fixed date. The village in a box can be organised more than once a year – for example a summer box and a winter box.

The ‘scattered hotel’ is a solution which turns a range of local housing into accommodation possibilities for tourists. When grouped together under a common marketing strategy and online booking platform, the result is to present a coherent offer: like one hotel, but where the rooms are available across the village. The rooms in the scattered hotel are available throughout the year, offering tourists a chance to have an authentic local experience, living like locals while staying in traditional houses of the village. As part of the integrated scattered hotel approach, the online platform also promotes and directs users to local farm and craft products, as well as catering and other touristic activities available in the village. It also presents local stories, local people and local traditions. This adds to the authentic local experience being offered to tourists, making for a modern and attractive touristic offer.

The aim of this analysis is to determine the current status of building/existing coverage of the 46 villages from the list of white spots of Slovakia without sufficient broadband connection. Survey of municipalities interest in drawing a non-repayable financial contribution from sub-measure 7.3 of Rural Development Programme Slovak Republic 2014 – 2020 – Support for broadband infrastructure, including its construction, improvement and expansion, passive broadband infrastructure and provision of broadband access and electronic public administration. The aim of sub-measures 7.3 is the creation of access to a broadband internet via the building of access networks with speeds of at least 30 Mbit/s.

Every second year Kodukant announces the call for candidates for title of Village of the Year. The call is a signal for all 15 counties to start the process for finding the best representative from the county. The candidates will have to describe their strengths and achievements, illustrate their traditions with photos and prepare a 2-minute video about their village. These videos together are shown on national television programme and are voted by the audience to select the favourite of the public. The last morning programme of the season takes place in the favourite village voted by TV audience. All the villages have a second chance to present themselves to the jury consisting of representatives of relevant ministries and rural development organisations. After site visits the jury will vote based on predetermined criteria and select the Village of the Year. County organisations support and advise their representatives throughout the process.
